By KRISTA HAYES Staff Writer WAYNESFIELD - In completing the second phase in funding for its North Westminster Street project, Waynesfield Village Council members granted authorization Monday to the Fanning & Howey engineers to apply for a $400,000 Ohio Public Works Commission grant.
