Former Rapid City councilman and Republican state legislator Gary Brown is circulating a petition that would force a recall of Rapid City alderman Bill Clayton who serves in ward one.

It's been shot down by South Dakota legislators four years in a row. Now, a texting and driving bill is finally gaining some traction in the legislature.

The Rapid City Legal and Finance Committee voted Wednesday to approve the release of the investigative report into Ward 2 Alderman Bill Clayton's actions.
