Police: 2 Mt. Vernon teens, one with knife, steal cell phone, wallet

MOUNT VERNON - Two teenagers, one homeless, were arrested after displaying a knife and stealing a cell phone and wallet from a victim outside 218 S. Fifth Ave., police said yesterday.
