City to renovate Miners Memorial Park

Various entities convened at the July 8 Trinidad City Council meeting to discuss possible renovations to Miners Memorial Park. Representatives of the city's Public Works Department, the Tourism Board and the Hispanic Chamber of Commerce all weighed in on aspects of the reconstruction.

The Public Works Department is preparing to commence brickwork on the park, while the Hispanic Chamber wanted to get the park's fountain operational again, and the Tourism Board desired the placing of an informational kiosk in the fountain's current place.

County petition for drought declaration

Las Animas County is petitioning the U.S. Department of Agriculture for a declaration of drought disaster in the county, seeking assistance from the department's Noninsured Crop Disaster Assistance Program (NAP).

The program is administered by the department's Farm Service Agency, and provides compensation for impacts from natural disasters, for and crops damaged by such disasters as drought, hail, freeze, excessive precipitation, excessive heat, insect hoards, and other natural occurrences.

Army responds to Pinon Canyon citizens group lawsuit

The U.S. Army officially responded to a lawsuit filed against it by citizen group Not 1 More Acre! concerning the proposed expansion of the Pinon Canyon Maneuver Site (PCMS).

The Army claimed the lawsuit had failed to state a claim whereupon relief could be granted, fell outside the statute of limitations and asked that it be dismissed.

The lawsuit was originally filed in federal court by Not 1 More Acre! on April 23. It claimed that the Environmental Impact Statement (EIS) the Army conducted in 2006 for the potential PCMS expansion violated the National Environmental Policy Act (NEPA).

Industry: Drilling restrictions will hurt economy

The Colorado Oil and Gas Association (COGA) and the Colorado Petroleum Association (CPA) released a joint statement last week decrying the anticipated economic effect of proposed regulation for Colorado's oil and gas industry.

The June 16 statement, focusing on the Piceance and San Juan-La Plata Basins, claimed that the economies of energy producing regions would be drastically impacted, as would the state as a whole.

The statement claimed that the proposed regulatory changes would lead to three-month drilling shutdowns in the aforementioned basins. The supposed shutdowns would be part of protective measures designed to lessen the industry's impact on sensitive wildlife areas.

County advised on airport upgrades

The Las Animas County Board of Commissioners was advised last week on possible strategies for improving the Perry Stokes Airport. PT Consulting, LLC advised the county on upgrade and repairs needed for the airport, along with suggestions for a successful fixed base operator (FBO).

The June 17 presentation to the board was made by PT Consulting Representative Mary Ann Romero, who until last year was the county's Special Projects Manager. Romero read to the council a letter from the consulting firm's director, Pete Schrepfer.

New math curriculum aligns learning through all grades

Trinidad School District No. 1 is set to have a new comprehensive math curriculum in place for the next school year. The new curriculum, spanning kindergarten through 12th grade, was approved by the district's board of education at its meeting last week.

The new curriculum was constructed over a period of months by a committee composed of district math teachers under the direction of consultant Julie Sumptner.

"Prior to this year, there was a curriculum that had been developed about 20 years ago, but whenever the math content standards were adopted, the curriculum was not revised," Sumptner said. "So what happened was that the curriculum was just laid aside by most teachers because it was outdated. Some teachers had developed some curriculum at some grade levels, but it had never been articulated or aligned at grade level to grade level or from building to building."

Presentation focuses on area's historic signage

Still illuminating Trinidad's sky by night and lending a touch of antiquated class by day, the decades-old signs found around the city contribute to its charm.

A presentation on historical signage throughout Las Animas County and northern New Mexico is scheduled for Thursday, June 19, at 7 p.m. in the Multi-Purpose Room at Trinidad State Junior College. The Trinidad Historical Society is hosting a program on the signs, both neon and painted, found in the area around the 1950s.

The program is to be presented by Jim and Laurie Moss, the son and daughter-in-law of one of Trinidad's more prolific sign-makers of the period, Gene Moss, owner of a Trinidad sign company in the 1950s. Jim and Laurie became interested in the area's historic signage during a visit to Trinidad in the fall of 2006.

City approves new comprehensive plan

Trinidad's city council voted unanimously last week to approve the city's new comprehensive plan.

The 2008 City of Trinidad Comprehensive Plan provides the city with data and operational parameters to help guide its physical and legislative development during the coming years.

The plan's introduction describes it as a basis for developing municipal necessities such as code updates and city project recommendations.

"The Plan serves as the foundation for future intergovernmental agreements, capital improvement programming, and detailed studies and programs," it says. "The plan is also a community database and can be used as supporting documentation for pursuing grants for community development activities."
