Registered sex offenders in Miller County have to report to the Bi-State Justice Building in Texarkana for a mandatory counseling session on Halloween night.

I am not a offender, but a citizen of this great country that thinks these laws are counterproductive for offenders and their families, the stereotype of offenders is more of a myth than the truth. The public has been led to believe all the untruths by media groups, so they can make headlines to sell more papers and have better rating. Yes it is a very unpopular subject, but people need to educate themselves to see the truth. I am not standing up for the ones who rape small children, but stop putting every one on this registry that is not a true threat. The more people that are put on this, that are not a true danger to the public ,dilutes the registry and does not allow the ones that made a mistake to ever be able to get their life’s back. JMO

You are right. It is wrong put all of these people in the same catagory. There are different degrees of sex offenders just as there are different degrees of killers.

If you have sex with a child you belong on the registry, that is not a mistake but someone knew that they were doing something that was wrong and only hoped that they didn't get caught. If you rape an adult then you belong on the registry as again you knew what you were doing was wrong. The only way a person gets on the registry is to have been convicted of a sexual offense. Pediphelia is not a mistake and there is no cure and they are always a danger to the public. A person that rapes an adult is also a danger to the public so they need to be on the registry and go by the rules they are placed under or they need to be back in jail.

Back in high school, I had a friend that was 17 and was dating a girl 4 months younger than he, she was 16, they had dated for 3 years. The girls father had him arrested and was later convicted of sexual assault of a minor. When they were both 20 they married and still married today, more than 15 years ago. He has to update his register each year as a sexual offender. This happened in Texarkana...I do agree with "What a Joke" that some of the offenders should not be on the list.

Why would he have sex with a 16 yoa. Are you saying that it was a mistake that he had sex? Did he not know what he was doing? Again he made a choice to have sex with a minor and I doubt that anyone twisted his arm to do it. I know you disagree but he knew what he was doing was wrong but he chose to do it any way. That is not something that you can call a mistake but someone that did what they wanted to without regards for what they did. The law is to protect the minor children and if she was only 4 months from being 17 then he should have waited that extra 4 months. He waited 3 years the extra 4 months should have been real easy.

Thomas just a few facts you might have overlooked in your rush to judge everyone on the registery!

Are you aware that if they have knowledge that their juvenile child is having consensual sex with someone of 18 years or older, they (the parent) can be convicted of indecent liberties by person of supervision and listed on a Sex Offender Registry for 15 years, 20 years or for a lifetime?

Are you aware that middle schoolers have been convicted and listed on Sex Offender Registries for pinching other middle schoolers on their rear-end?

Are you aware that somes states' legislatures (Virginia 2006 & 2008) broadly re-classified Non-Violent Offenders to Violent Offenders? This includes many offenses that had NO physical contact. The situation that has been imposed upon the “Registered” is that, under the guise of protecting our children, the Legislators are in fact repeatedly trying, convicting and re-sentencing Citizens without even notifying them that this has occurred. To re-sentence a Citizen of the United States without giving them the opportunity to testify on their own behalf is clearly a violation of their Constitutional Rights.
Our Legislators have taken a group of people and used them as a platform to win elections and instill fear into the parents of our country so that they look like heroes. People that are not "child-molesters", "pedophile's" or perverts" have all been bucketed into one massive Registry and must endure a lifetime of shame. The Sex Offender Registries are extremely costly both financial and to the families of the registered. Contrary to popular belief among the Legislators there is indeed hardship related to being listed on a Sex Offender Registry. The lives being destroyed are not just the “registered” but their spouse, their children and every family member sharing their name and address. And the last, one did you like elvis, maybe your grandfather or grandmother?

So I guess you condone one child grabbing another child in places they should not?
If Virginia has violated someone’s rights then shouldn’t the group as a whole or even one of them filed a suit to stop this if it is how you are reporting it?
People always say that they didn’t mean what they did or it wasn’t that serious. Well maybe to them it wasn’t but what about the victim?
We will be able to agree on one thing and that is that we disagree on this. Everyone wants to look at what the poor person has to go through that has to register but then no one wants to think what the victim went through or is still going through. I, for one am tired of how the bad guy his being mistreated when they did something they knew they were not suppose to do. People don’t care about the victim any more but to me the victim needs to have their rights taken care of. That person thought nothing of violating the victim’s rights.

Bowie County officials of the Bi-State Justice Building in Texarkana should consider Daniel Dupree for a mandatory counseling session.

Two child protection websites, rememberthesurvivors.com and bishop-accountability.org , report Dupree as an alledged fifteen count child offender. They provide his picture and name, with news links reported by AP and at least three tenessee city newspapers, Jackson Sun, Memphis Commercial Appeal, Memphis Daily News.

This person worked as at the 3115 Lake Drive Texas Health Service, in the same building as Child Protective Services, as an Aging Disabilities Services worker.

He has been associated with the Texarkana Bike Club and Partership for the Pathway, two clubs that have projects to put sidewalks near parks and public schools. And at one time Atlanta, TX health services was a drop off for the Marines Toys for Tots program.

Disturbing.. when an alledged documented serial offender is just off the radar, yet connected to so many activities or professions which place him in and around Texarkana grade school children.

Not everyone on the registry is a Cuey. Some have not raped or killed either. But the laws are like if a person chooses to be offended such as brushing past them in a store such as Walmart and accidentally brushing their side or buttocks (even though not intentional), they can be charged. Too many times this accusation is used in child custody leverage by women who don't want to mess with giving visitation rights to the father and now fathers are using this to get out of paying child support. When a woman files at the AG office against him for child support, then he files these claims and it works for the most part. Because all it takes is an accusation. Only the person accused is investigated and never the accuser. CPS workers will tell you this. It is awful that so many lives are ruined over such as this. When a woman has to get on food stamps and the father is not paying child support, then food stamps makes them file against the father and in turn the father presses these type charges. It is something that I have fought to better laws with the legislature on and know where I am coming from. Most of these cases are false. Children usually do not lie, but they can be influenced and this is a big problem in our country today. If accusations come up at the time of divorce, then it should be automatic suspect that this is an attempt at child custody leverage. Our laws are messed up on these cases.

When children grow up and tell the real story that it never happened and that they were made to say the things against their parent, then the law should listen. But they won't according to the way the laws are written. It re-victimizes the child even into their adult years. They never get over what they did--even though they were made to do it. If the case is true, then I have no sympathy for them, but most are not.

What happened to all those offenders who were lost during Katrina? Are they trying to find them? No they are not. So if a person is responsible enough to register, then I would not be afraid of that person. It is those who are in hiding and even those who have not been caught that I would be concerned about.

And to say they cannot be helped is another false statement by people who are listening to Freud. God can do anything. Don't limit what God can do and most people are because we have been trained by the news media that what they say is the gospel and by now, we should know they lie to us all the time.

When it happens to you or one in your family, then you will realize how unfair these laws are. When it destroys your family and you can never see your children again, then and only then will you realize.

Hugging is something everyone better watch also. Most people in the know will not hug the old way anymore, because if you touch a woman's breast, she can get you for molestation. So better to listen and check some things out before you talk about hanging people up by their **** when it could be you next. Then you won't be hollering that. I am not an offender but have fought for these laws to be improved since about 1983. Have had some success, but a lot more work needs to be done. You have to follow some cases through to see how unfair the laws are in this.

Thomas that is where you have your information totally wrong. Most did not have sex with a child and neither did they kill them. There are all kinds of ways a person can be accused of this offense. Hopefully, you will not have to find this out the hard way.

I remember a case study on one down in South Texas. A woman was struggling with an officer while he was trying to arrest her. He accidentally touched her breast and she filed charges. The man lost his job and went to prison. No one is immune to this. And I mean no one.

I had one case in Paris, Texas on my case list that was written to the legislature. This reminds me of that case, but when this one got out of prison, she had his child by that time. They wanted to marry because they were in love and the CPS told him he could not go around that child ever. The girl's parents knew they were dating and pressed the charges when they caught them in bed. Later the parents of the girl went to the DA and tried to drop it, but found they could not. I am sure the girl wound up on Welfare and that never needed to happen. By this time, they were of age, and wanted to be a family, but no, they could not. Better to put her on Welfare and LC shoulder the burden of the counseling etc. Keep him under their thumbs for what reason?
