Gov. Jerry Brown vetoes quake safety bill that aimed to create a tougher construction code

Cars are squashed underneath collapsed apartment buildings in the 19100 block of Victory Boulevard in Tarzana after the 1994 Northridge earthquake. The buildings were declared unihabitable.
