Windsor Locks Probate Judge To Retire
William Leary, the town's probate judge, has spent more than half of his life, 37 years, sorting out estates and contested wills. On his way to retirement next month, he'll step down as one of the longest-serving probate judges in the state.
'When I started here, we were pretty much confined to estate administration,' Leary said.
Since he was first elected in 1971, he has seen the addition of child custody, termination of parental rights, title disputes and - his favorite - adoption approvals to the jurisdiction of probate court.

CT Biodiesel Seeks OK For Facility In Suffield
CT Biodiesel has notified the town of its intention to make an application to the Connecticut Siting Council for a certificate to build a cogeneration facility on property at the end of Firestone Drive.
Executive Vice President P. Wayne Moore said the company right now is planning to build the cogeneration facility, but the project could end up being something different.
The cogeneration facility was closely related to a planned biodiesel fuel production facility that was rejected by the zoning and planning commission on May 21, Moore said.

Probation Given In Theft Of The Hartford's Furniture
A Windsor man who bought furniture he knew was stolen from The Hartford by one of its managers was sentenced Tuesday to a year of home confinement as part of four years of probation.
Terrance Healy, 63, who operated a furniture installation and interior design firm called Sundrop Corp. in Suffield, must also pay $71,854.50 in restitution to The Hartford Financial Services Group. In addition, U.S. District Judge Stefan R. Underhill in Bridgeport ordered him to perform 300 hours of community service.

Suffield Man Arraigned On Sexual Assault Charges
A local man was arraigned today on sexual assault charges after he turned himself in on a warrant that says he had a sexual relationship with a 14-year-old girl, police said.
Christopher Lafreniere, 43, of 106 First St., is charged with second-degree sexual assault of a victim under 16, fourth-degree sexual assault of a victim under 16 and two counts of risk of injury to a minor. He posted $100,000 bail after his arrest and is scheduled to appear in court again on July 31.
Police became involved when a therapist treating the girl notified social workers.

Suffield Residents Support $13 Million In Library Bonds
Library officials at a special town meeting Thursday night presented a plan to build a new library, and after hearing it, residents endorsed issuing $13 million in municipal bonds to pay for it. The 353-133 vote in favor of the bonding authorizes selectmen to schedule a referendum that the town charter requires for final approval. Selectmen meet Wednesday and are expected to schedule a townwide vote. At Thursday's town meeting, four library officials made presentations on problems with the existing Kent Memorial Library, why the proposed new library would be appropriate and design features of the proposed building and its costs. The existing library, designed by Connecticut architect Warren Platner and built in 1972, was meant to last only 20 years, said Library Commission Chairman Bob White. It was designed to hold 51,000 books but now has more than 100,000, he said. The building's roof leaks. It is energy inefficient, has technology limitations and lacks handicap access. The new library would be twice its size. Gary Mandirola, a member of the ad-hoc Library Evaluation and Planning Committee, said that of four options considered, tearing down the Kent library and building a new one on its site made the most sense.

CT Biodiesel Appeals Suffield's Permit Rejection
CT Biodiesel has filed an appeal in Hartford Superior Court of the zoning and planning commission's decision to deny the company a special permit needed to build a $65 million biodiesel fuel production plant.
The appeal alleges that the commission acted illegally by denying the application, because 'the evidence of the record confirms that the application satisfies all regulatory requirements for approval.'
'The main basis is that we met all the legal requirements,' said Joseph W. Flynn, attorney for CT Biodiesel.

Suffield Compiling More Inclusive War Veterans Database
A volunteer group has begun trying to document the names of any soldier serving in war time who has ever called Suffield home.
Many town veterans are already honored on the Veterans Monument at Bridge and Main streets, but they had to have lived in Suffield at the time they left to serve, said project leader Mary Anne Zak.
'We all support the goal of compiling a database of anybody that has lived in Suffield at any time who served in the military during any time of war,' Zak said. 'Their hometown ought to have a record of them and to recognize them.'

Canton To Hire Columbia Official As Next Administrator
The board of selectmen voted unanimously Wednesday to hire Robert Skinner, Columbia's town administrator and a former first selectman in Suffield, as Canton's next chief administrative officer.
Canton First Selectman Dick Barlow said Skinner's experience as an elected official and professional administrator made him the obvious choice.
'I think we were really impressed with his management skills,' Barlow said.
Skinner, 44, also had a law office in Canton, O'Conner and Skinner, from 1991 until 1997, when he was elected as a Republican to be first selectman in Suffield.
