UPDATE: I-86 reopened in Pennsylvania and Stow, N.Y. Interstate 86 reopened in both Pennsylvania and New York at 2:45 p.m. The highway had been shut down in both directions at 1:30 p.m. between Pennsylvania and Stow, N.Y., or Exit 8. Stow is located on Chautauqua Lake.

The I-90 between Dunkirk and the PA line is now open in both directions and anyone stranded, has been able to get off the thruway.
