Students charged in fall off balcony

Police are charging two Penn State students with supplying alcohol to Matthew Beck, of Bellefonte, who later fell from a three-story balcony at the University Towers apartment building.

I see the dumb ass that fell wasn't charged with underage drinking yet it appears that the rest of the town will be arrested for furnishing the alcohol! Did the "victim" succumb to the pressures of being forced to consume the alcohol or did he do so willingly? He drank, he knew what he was doing therefore even if he did bust his damn face he needs arrested too.
