A Springhill man has been charged with driving while intoxicated fifth offense. An arrest affidavit states a West Monroe police officer at 10:22 p.m. Tuesday saw a northbound red Dodge Neon go through a red traffic signal at Louisiana 616 at Louisiana 838 in West Monroe.
