Don't you think it's about time an investigatory reporter did a indepth story on the history of both the Public Building Authority of Sevierville,(Inc.) and, the Public Building Authority of Sevier County?
When the John L. Marshall Technology Park was developed on the tract of about 141 acres, bonds were issued for this purchase and the land, by increments then divested in this 'Authority' organized by the County and through this organization, piecemeal, the acerage has been disposed of leaving a portion of approximately fifty acres per the last information supplied by the secretary of the Economic Development Council.
Of the original tract, you'll find acerage leased to individuals of this county, some who are public officials and their family members along with family members of the 'prior' owners, at a most nominal price per year. Notice when you drive by the larges bales of hay cut and laying in the fields, just a few of these bales would pay for the annual Lease - who, if you care to find out, would you say cuts the hay and how is it disposed of? There appears to be a riding stable, perhaps some hay is just stored for future use, but likely it brings some revenue to an individual(s), a good side-line at the expense of the county for this VALUABLE land with an estimated sale price of $17,000 per acre if you check with the Assessor's records.
If a few good citizens went asking about this land, or pull up their website under Sevier County, Tennessee *(Industrial Development) or more specifically at the Assessor's Office you would throw such an alarm into action you would expect to have a good laugh, it would be worth your trouble. If you go there (on the ground) to check out the possibility of horseback riding, you could get some personal advice as well.
From the political view, it is said that about twenty acres of this land is in the city, the remainder in the county - that, through the brilliant administration of the Sevierville Mayor, as was highlighted recently on the deal of the right of way at the Airport, you will learn through time well spent there is talk of a swap of that portion of county-owned assets for other interests to the County. Not to be ignored, as well, is the purchase of record by the City of Sevierville for land at the Airport of approximately twenty acres for about the purchase price of $920,000. This is in the midst of the Ray L. Reagan Industrial Park (oldest in the county) and not far from where the Pathways Church is constructed.

Let's show some of these folks what the Scotch/Irish can do when they put their shoulder to the wheel, and further, that accomplishment can be made by doing other than running off at the mouth and sitting on the a**!

Smoke and mirrors, my friends. It is all convoluted with red herrings and fake taxpayer deals. The entire PBA is used like a private bank for real estate and tax fraud deals for the few. Doug Bishop is crooked but he has help in this. An audit of the PBA would reveal much missing taxpayer money. It is amazing what they get away with.

The Audits for the Sevier County Public Building Authority are done by Hickman & Associates. Ole Ralphie will probably tell you what you want to know if you call him, he's a good guy if he is really given what he should have 'to audit', you know how that goes? The State auditors take a cursory look, peek in you might say, if all balances then fine and good, no interest in the practices or policies long ago adopted.

They "borrow" hundreds of thousands of dollars back and forth to throw the trail off and confuse the issues. They issue the TIF's (The T stands for Tax and the S stands for Scam)to their friends. They hope it looks confusing. Doug Bishop is running the banking scam but nobody is looking. The trail is there.

I wish people would just stop buying the mountain press. It is barely a newsletter. If no one bought it maybe we could get someone else in here to give us the truth. And could we know about an event before it happens so we can attend? All of their stories are after the fact, and usually extremely boring. We need a newspaper!!!!!!
