Normally at one of these scenes, there are 6 firemen standing around while one or two struggle to pull the ATV outta the water.

Of course, there will be a couple cops on hand to comment to each other about how stupid the firemen are. Then they collaberate on how they will ticket theowner of the ATV.

Meanwhile the owner who has reported it stolen is figuring out how much he will have to pay to get his stolen ATV outta lockup.
