Costa Mesa bans needle-exchange programs in the city for...
Needle-exchange programs are now banned in Costa Mesa - for the time being, at least - after the City Council adopted an urgency ordinance Tuesday prohibiting the establishment and operation of such services anywhere in the city. The vote is meant to give city staff additional time to study issues related to such programs and examine potential new regulations governing where and how they can operate.

I hope cities in California oppose the so-called needle-exchange program, where heroin addicts get unlimited number of needles, in exchange for each needle . the used needles are discarded in parks and other public ways, putting the public in danger.
The politicians in Sacramento are responsible for promoting these programs, which only encourages more addiction to heroin and other hard drugs, and trashes our neigborhoods with needles,
