No permit, fireworks very limited

Most fireworks cannot be purchased or used in Pennsylvania without a permit. According to Clifton and Mary Rizer, owners of Rizer's Fireworks in Russell, residents without a fireworks permit can purchase ground fountains, sparklers and novelties such as confetti poppers, smoke bombs.
