RUSSELL, Ky. -- An eastern Kentucky school district is so eager to collect a $10,000 incentive grant for raising the dropout age to 18 it has set a midnight meeting for the first day the action is allowed.

Russell Middle School principal Sean Horne, described by the school board chairwoman as a man of "passion and zeal," will take over as superintendent of the district July 1. The board hired Horne Monday night after a search that yielded 29 applicants.

They were married April 19, 1948, in Russell, Kentucky. They are members of the Apostolic Christian Church on Mid-Bellville Road.

Sponsored by the Kiwanis Club of East Greenup County, Run By The River is one of the area's premiere road races, and nearly the only one to feature either a 5K or 10K running or walking course.

A Russell County man was arrested Monday on multiple charges after leading police on a 40-mile chase in Anderson and Mercer counties, Kentucky State Police said in a release.
