According to Education Secretery Arne Duncan,

The Education Department would save $550 million in 2010 by ending 12 programs including Even Start, the National Institute for Literacy and school mentoring initiatives, according to the budget proposal, which must be approved by Congress.

“Research on every single one of these has determined that they haven’t been effective enough in meeting their goals,” Duncan said.“We’ll be able to address the needs through other programs here at the Department of Education.”
