James Julius Locklerr, 65, of Port Royal died Saturday, July 4, 2009. Born May 7, 1944, in Graceville, Fla., to the late Samuel E. and Jewel Frances Lockard, James grew up in Frostproof, Fla., and joined the U.S. Army in 1961.
