It has never made sense to have two sets of forces covering the jigsaw puzzle that is Plymouth and Plymouth Township. I know from experience that when you call the township, they try to argue with you as to where you are. They want to push the call off to Plymouth. There needs to be a single response mechanism and then if they want to adjust billing based upon usage later, they could do that. The unions are very strong and always get the vote out to stop such efficiency measures because of cost cuts in labor.
