Police pay to rise in new budget
Baltimore County Council members adopted a $2.58 billion operating budget yesterday that won't require increases in taxes or fees but that will improve the salaries of about 1,100 veteran police officers. No employees, including teachers, will receive cost-of-living salary increases in the fiscal year that begins in July.

Program boosts students' futures
“Most students have to be disciplined to remain focused on a task”
Dozens of Baltimore County public high school seniors enrolled in a national college-prep program have earned commitments of about $3.4 million in scholarships from schools across the country.
Nearly $900,000 of that has been offered to 16 seniors at Woodlawn High School alone, and one student, Tensia Montoya from Dundalk High School, has received offers totaling $447,804 from five colleges, school officials said yesterday.
School leaders credit the AVID program - Advancement Via Individual Determination - which is aimed at students in the 'academic middle' who are capable of more challenging work but need more resources, such as tutoring and training in organizational skills, to reach their potential. Read more

Baltimore County Council Chairman Kevin Kamenetz finished listening to the county executive discuss his proposed $2.58 billion operating budget yesterday and said, 'It's not a happy moment.'
The proposal doesn't require increases in taxes or fees, but it requires council members to decide whether to keep raises for some police officers called for in binding arbitration, or to cut the $4 million budgeted for it.
'That's the toughest part of this whole package,' said Councilman Joseph Bartenfelder, an Overlea-Fullerton Democrat. Read more

Condominium plan spurs debate in Bowleys Quarters

There are no condos in Bowleys Quarters.
But some residents worry that the eastern Baltimore County peninsula could eventually be overrun with them.
One marina owner's plan to build condos in the waterfront community has sparked a fierce debate. And other marina owners are seeking zoning designations that would allow them to develop homes.
To prevent more residential development, Councilman Joseph Bartenfelder has introduced a measure to remove residential zoning from properties that are designated in the future as marinas or boatyards in the Bowleys Quarters and Lower Back River Neck areas. Read more
