OROVILLE >> A Butte County sheriff's deputy has been cleared to return to duty today after being investigated for kicking a subject during an arrest Aug. 26. Deputy Sam Burnett had been placed on desk duty after a video posted to Facebook on the day of the incident showed the officer kicking toward the head of defendant Terry Lee Collins, 56, after the defendant had seated himself on the ground across the street from the Southside Mini Mart in south Oroville. The video caused a public outcry, but District Attorney Mike Ramsey said today the video took events out of context as it didn't include an earlier struggle as the deputy tried to arrest the subject on an outstanding misdemeanor warrant.
