A small dog, so covered in dirty mats that he was not recognizable as a canine, was housed at the Orange County Animal Care in Orange, Calif., since June 2. Beneath the filthy fur was a suffering dog who was skin and bones - a dog waiting for freedom from the binding fur which made even simple movements almost impossible.
