Two charged in Ogdensburg meth lab bust

City police on Wednesday charged Phillip L. Hall Jr., 30, and Julia J. Reynolds, 22, both of 811 Jefferson Ave., each with a count of second-degree criminal possession of a controlled substance and third-degree unlawful manufacturing of methamphetamine, both felonies. Ms. Reynolds was additionally charged with the misdemeanor counts of fourth-degree criminal possession of a weapon and seventh-degree criminal possession of a controlled substance.
