Caltrans: northbound Highway 101 carpool lane open for Friday night commute

I believe there will still be the same slowdown for the evening commute at the Paradise Drive onramp. Never understood why....maybe too quick of a merge? At least it will open up after that, but still will be a daily grind for non carpool drivers.
