Suffolk Leg to Levy: No on bonding home rule

Suffolk legislators declined to act Tuesday on a home rule message, dubbed urgent by County Executive Steve Levy, that would have allowed the county to bond $8 million in benefits already paid to employees who took early retirement last year.
