The problem is not one that can be solved by the school. The problem will have to solved in the home. Unfortunately, that is unlikely to happen as I saw the same attitudes in my classmates when I went to school there. Those classmates are now the parents of the kids having (and I dare say causing) many of the problems at the school. When I was there, it didn't matter what color the teacher was or what methods were used. If the kids weren't interested (and many weren't), then the kids just blew the whole thing off. Now those kids are grown and are sending their kids to school. The reason we see the same problems is that the parents of these kids today don't have any better parenting skills than their own parents had. An ugly and inconvenient truth to be sure but true just the same.
