Districts question liability in special-education shortfall

Santa Fe Public Schools Superintendent Veronica GarcA a, far side of the table, testifies Tuesday before the Legislative Education Study Committee regarding special-education funding. The state maintains that some 55 of the state's 89 school districts are liable for five years' worth of that funding because they did not spend as much as the federal government requires.
