Keep current plant
Sure, Morro Bay is one of a very few plants allowed by permit to pump secondary-treated effluent into the ocean, but did you know one of the other cities permitted to do the same is San Diego? I would be more receptive to a need for change if I saw the Coastal Commission voiding San Diego’s permit, but I do not see that happening soon.
