It may simply mean these are the predominant choices they are given in their communties. Perhaps if they had more of a choice of place to eat (not just the same menu of fast food) they would patronize those places. Sometimes you need to create the atmosphere for that to take off however.

Voters just need to elect smarter and more sensible city council members who can hire good staff.
