Orange fighting proposed sewer permit changes
HARRIMAN - Orange County officials are fighting proposed permit changes they say will require costly upgrades to the county-run sewage treatment plant and raise operating costs by $1 million a year - all borne by the homes and businesses in southern Orange County that use the plant.
