Beall: City is not run by mayor, council

Monroe mayoral hopeful Wallace Beall says City Administrator Julian Jackson has too much on his plate to do an effective job and it is he who is running the city, not his opponent Mayor Greg Thompson or the city council as is supposed to be the case.
