The number of Central Americans reaching the U.S. border has dropped dramatically. According to the U.S. Border Patrol, 60 percent fewer unaccompanied minors were apprehended in August than at the height of the migration crisis earlier this summer.

Bail Twice Raised After F.B.I. Report
A young man whose employer had brought him to Amagansett to work for the season was charged with driving while intoxicated on Sunday evening and, on Monday, with false personation, for giving a fake name to police officers. Walter Joaquin Victoriano, 20, a Mexican citizen who first identified himself as DeJesus Victoriano, told East Hampton Town police his real name after his arraignment, while he was waiting to be taken to jail in Riverside if bail were not posted.

US returns 9 stolen Cabrera paintings to Peru
The U.S. has returned nine stolen 18th-century paintings by Mexican artist Miguel Cabrera to the government of Peru. Manhattan U.S. Attorney Preet Bharara says the works were stolen from a church in Lima in 2008.

There Has Been a 4,000% Increase in Ankle-Monitoring of Women in New York This Year
New York's Immigrations and Customs Enforcement field office has dramatically increased the number of women whose movements it is tracking via GPS-enabled ankle monitors this year, according to statistics provided to the Voice . In 2012 ICE only put 24 ankle monitors on women in New York; in 2013 that number decreased slightly to just 18. This year though, the New York field office has put a staggering 719 women in ankle monitors--a 3,894 percent increase year-to-year.

Looking at total returns, including dividends, emerging markets are up 10.8% year to date, which is 3.8% ahead of developed markets, and just ahead of the 9.4% appreciation in the U.S. market, Deutsche Bank reports.
