Elmer Skogen, 90, a longtime Williston, N.D., resident, passed away Sunday evening, June 21, 2009, at the ManorCare rehabilitation center in Minot, N.D. His funeral will be celebrated Friday morning, June 26, 2009, at 10:30 a.m. at First Lutheran Church in Williston.
