Gerrard: Check new sand plant's impact on beach

In his dealings with the former Soviet Union, Ronald Reagan's philosophy was "trust but verify." In a play on that notion, Mayor Tom Gerrard wants Manalapan to review equipment that would precisely measure how much sand a new transfer plant could take from waters just south of town limits.
