A small city in the midst of political and financial turmoil awaits its next mayor.

As if gangs aren't causing enough trouble around here, Pasco's police chief is blaming Yakima Valley criminals for a spike in gang-related violence in the Tri-Cities. Stepped-up law enforcement in the Yakima area "has started to displace some of these gang members," said Chief Denis Austin.
