Missouri Gov. Jay Nixon warned on Wednesday that that he will lay off employees and cut services in a vehicle licensing division in response to a legislative budget plan that provides the agency money to operate for only two-thirds of the next fiscal year.

But, even as they celebrate the start of construction for the current Capitol, some of its workers will tell you the current building needs some major repairs.

Senate Appropriations Committee Chairman Kurt Schaefer said he expects Missouri will end its fiscal year June 30 with about $400 million more than had been projected.

Missouri senators trying to target budget cuts at the agency that issues driver's licenses may have instead blocked funding for the registration of boats and mobile homes.

The Office of Administration reported that $175 million was borrowed from the Budget Reserve Fund in March.
