A group of educators and community members has spent the last year and a half creating a plan that would change school culture to improve student achievement in the cluster of eight schools, but the Horry County school board said this week it may not approve the $150,000 needed to launch the program.

The Horry County school board on Monday made several amendments to the superintendent's comprehensive budget for the 2013-14 school year before giving its preliminary approval.

"I'm not sure the report is useful for consumers now, but it is a step in the right direction," said Tony Keck, director of the S.C. Department of Health and Human Services.

The cost of new programs for next year concerned some Horry County school board members, who got a look at the preliminary budget for the 2013-14 school year on Monday night.

A Tabor City man was sentenced by Circuit Court Judge Larry B. Hyman Tuesday after entering a guilty plea in a 2012 sexual assault, said Martin Spratlin, assistant solicitor with the 15th Judicial Circuit.

Lisa Anne Malawey, 44, of Loris was charged with three counts of unlawful neglect of a child and was being held at 10:30 a.m. Monday at J. Reuben Long Detention Center on $30,000 bond, according to jail records.
