Vogel, 19, of Wall Street in Corning, was charged Feb. 26 with second-degree aggravated unlicensed operation of a motor vehicle. *Scott Link, 36, and Melanie Link, 28, of Coates Avenue in Elkland, were charged Feb. 27 with felony offering a false instrument for filing and fifth-degree welfare fraud for failing to report Social Security dependent benefits. He illegally received more than $600 in food stamp benefits, police said. *Michael D. Crane, 36, of Tuxill Avenue in Corning, was arrested at the Steuben County Office Building in Bath on a warrant charging him with violation of probation. He was arraigned in Steuben County Court and sent to the Steuben County Jail in lieu of bail pending a court appearance. *The following people were charged Feb. 25 with obstructing governmental administration after an incident at Rupert's at the Lodge on Seneca Road in North Hornell: Joey M. Herbert, 25; Philip M. Shepard, 25; Nathan A. McMindes, 27; Adam J. Clark, 24, all of Hornell; and Amanda L. Moul, 19, of Alfred; and Eric M. Perry, 22, of Alfred Station. Perry was also charged with first-degree unlawfully dealing with a child. The investigation is continuing, and further charges are pending. *Eric T. Bebout, 19, of Crosby Creek Road in Hornellsville, was charged Feb. 26 with four counts of fourth-degree grand larceny. He was charged Feb. 18 with second-degree burglary for entering a residence in Canisteo and stealing several items including money and long guns. Bebout is being held in the Steuben County Jail in lieu of $5,000 cash bail or $10,000 property bond. The investigation is continuing. *Andrew J. Templin, 48, of Turnpike Road in Bath, was charged Feb. 25 with third-degree criminal mischief. *Lindsey F. Smith, 25, of Howard, was charged Feb. 22 with driving while intoxicated, having a blood-alcohol level greater than .08 percent and failure to keep right after an accident on state Route 248 in the town of Canisteo. *Michael C. Wheeler, 42, of Dwight Avenue in Corning, was charged Feb. 25 with third-degree stalking and first-degree harassment in connection with incidents that occurred in 2007 and 2008 in the town of Corning. *Jacob M. Ordway, 26, of Canisteo, was charged Feb. 27 with driving while intoxicated, having a blood-alcohol level greater than .08 percent and failure to signal a turn. *Krislin M. Kurtz, 19, of Dansville, was charged Feb. 27 with obstructing governmental administration, second-degree criminal contempt and two counts of third-degree assault. Police said that on Feb. 12, Kurtz assaulted two police officers and fled the court during sentencing on an unrelated charge. *Matthew R. Adler, 20, of Tuscarora Township, was charged Feb. 29 with harassment and underage drinking after an altercation with a woman. *Police are seeking information about an incident Feb. 29 that involved harassment and impersonation of a public servant. Between 10:30 and 11 a.m., someone called Sheila D. Fenton, 47, of Rome, and said he was a state trooper and that he had custody of one of her family members.
