Firefighters and sheriff's deputies responded to a neighbor's 911 call at 9:50 a.m., according to the Onondaga County 911 Dispatch Center. The neighbor reported that there were flames coming from the house, on the 200 block of Avon Avenue, a dead end.

State police charged Philip M. Lockiby, 33, of Liverpool, with criminal obstruction of breathing after he allegedly choked his girlfriend near the Nice N Easy on Route 342, Pamelia, on March 22. Charged at 7:20 a.m. Thursday, Mr. Lockiby was released from the Metro-Jefferson Public Safety Building on an unspecified cash bail.
