La Habra Heights residents to fight state low income housing!

LA HABRA HEIGHTS - Officials in this tiny city - a population of a little more than 6,000 - are gearing up to fight state rules requiring zoning for affordable or multi-family housing. State rules mandate the city provide for 223 new housing units, including 85 for people with low- and very-low income and another 48 for moderate-income levels. To meet these goals, Beth Stochl, a city consultant, proposed that the city rezone the four-acre Heights Christian Preschool for multi-family and provide amnesty for illegal second units. But residents and council members objected during a study session Thursday, saying it would cost the city its rural lifestyle. But resistance could come at a cost, City Attorney Sandra Levin said. If the city doesn't have a state-approved housing plan, a developer or housing advocacy group could sue and force its creation and La Habra Heights to pay their attorney's fees, Levin said. But resident Stephen Blagden believes the city should challenge the state. "If you change the character of the city, the biggest impact will be over the long run," Blagden said. "If you have people who don't participate in the rural environment, they're likely to demand things that fit their needs, like public transportation, street lights or a convenience store." Blagden said other cities, including Lancaster, Manhattan Beach, Rolling Hills and Signal Hills have refused to meet the state's requirements. Should the city rezone the Heights Christian Preschool, 1225 N. Hacienda Road, for multiple residents, it doesn't necessarily mean they would sell the site, said Betty Kimes, chief executive officer of Family Resource Ministries that runs the school. "That would all be open for discussion," Kimes said. "We are not unhappy being there, but we would consider other options." Still, Planning Commissioner Ray Fernandez said he favors the consultant's plan to allow multiple housing in La Habra Heights. "We have a moral obligation to help the less fortunate," Fernandez said. "So we build senior housing?" What's the harm, he asked. "We might have to drive a little slower," he said. Another meeting on the issue is scheduled for 7:30 p.m. Dec. 8.

Vipperman is such a hypocrite; 4 hours after the housing element hearing he voted into law a new ordinance allowing for massive building code changes to encourage development and redevelopment of La Habra Heights. I guess he continues to think resident are "stupid people" that won't remember he is selling us out.

If they cared about children, residents and seniors they would leave the school alone and re-consider a long term plan to put the fire station and city hall at hacienda and west rd. and if/when senior housing is needed put it where city hall is now.

What Ray Fernandez is missing is that it's not about seniors, it's about zoning. But then again he's a builder and hasn't lived here very long anyway.

Anyone remember when Vipster was first elected CC? He had his contractor give him an estimate of $100K to rehab the FD right where it sits. Would put City Hall in trailers while under construction and would also rehab the Fire Fighters living quarters. How many years has it been now and they have nothing? Remember when he said he supported volunterism? He was the first and only to abolish that, except where Mrs. Mayor is a volunteer. Remember when he wrongly blamed a citizen for ad hominen attacks, where there were none, yet his wife got up right after that and totally defamed and bashed 2 other citizens...no word of admonishment from Mr. Coward Vipperman or the other cowards sitting at the bench. Remember when he allowed people to speak over the 3 minute limit, and yet at the same time, would not allow others (that he publicly hates) to speak over 3 minutes? The man is a run away psycho train, someone please tell Mama to give him a push. Stupid is as stupid does, so he now is not fulfilled with his insatiable appetite for power and destruction, he now has to sue someone....a citizen who is actively involved in our city for the good of the whole community, not the destruction of it as Coward is. What makes him even more sociopathic is his unweilding stance when he was made a total fool of, and should have been ashamed of himself at the recent CC meeting, when the malicious and frivolous lawsuit was addressed in public comments. Seeing how Coward behaves, he probably got a thrill from the negative attention. I don't want this "thing" to even sit out his term. I want him out now. A petition is circulating. We also must remember The Vipperman's have their adult families living in TWO OF THEIR GUEST HOUSES because they CANNOT AFFORD to live somewhere else.

E. The number of signatures required TO QUALIFY A PARTICULAR
RECALL IS AS FOLLOWS:
1. If an officer of a city, county, school district, county board of
education, or resident voting district is sought to be recalled, the
number of signatures must be equal in number to not less than the
following percent of registered voters in the electoral jurisdiction:
(a) Thirty percent if the registration is less than 1,000.
(b) Twenty-five percent if the registration is less than 10,000 but
at least 1,000.
(c) Twenty percent if the registration is less than 50,000 but at
least 10,000.
(d) Fifteen percent if the registration is less than 100,000 but at
least 50,000.
(e) Ten percent if the registration is 100,000 or above8.

For a recall, the petition needs to state the reason(s) for recall, which should be easy.
It also has to name an alternative individual to fill the position.
The person intended to be recalled is also allowed to have a response statement on the recall petition.
Vipperman could use language from the lawsuit he filed against residents, or said at council meetings, as his statement of why he should not be recalled.

"I am the duly elected mayor of La Habra Heights."

Residents should be prosecuted to the fullest extent of the law if they say something the Mayor doesn't like.

If I am recalled the Co-Mayor can still inflict her emotional terrorism and abuse on the community.

Jean G Lietzau says I can be Mayor for a second year if I do as I'm told, so I can't be recalled.

Stupid, stupid people with bad integrity and no personality cannot recall the duly elected Mayor of La Habra Heights.

Well if that did not get some stupid people on the move, a developer has now initiated a lawsuit for those poor, stupid, low life, stupid low income stupid people. Stupid, stupid mayor. Just caught three televised events...City Council, Meeting, meeting for low income housing and the biggest joke of all, Parks and Rec meeting.

Popcorn was great. Had a drink too. What entertainment. Let's see, you have a mayor who is suing his opposition and another resident. Scary. Looks like Hitler. You have a mayor who vehemently hates poor people and "will use every fiber of his body to keep them out of his city", but mostly scary and unconscienciable is a mayor who will sue a citizen over slander. Is this mayor not serving the public and rightfully subject to criticism? Instead he sues? If I lived in your community I would be fighting and protesting him and using every ounce of energy to get him recalled. As far as his superior indignant position of low income housing, who does he think he is? La Habra Heights is not Beverly Hills (oh they respect lower income people), and actually does not have many mansions. You people are the same medium class people as us flatlanders. Your homes are old, ugly and unmanicured. Your income is less than ours, your sh** smells the same. Altitude sickness for sure. Rumor has it, your city will be sued over that, thanks to your arrogant and ignorant Mayor.

The Parks and Rec meeting chaired by the Mrs. Viper Vipperman was a joke. A bunch of stupid, stupid people stooping below the queen Vip who takes on all projects and appointments herself and controls P&R. What is the MATTER WITH ALL OF YOU OXYGEN DEPRIVED LHH RESIDENTS GIVING UP YOUR CONTROL TO THE VIPPERMAN'S? ARE YOU THAT APETHETIC? Mayor Viperman is only worried about 10% of poor people added to his city who more than likely won't vote for him or his cronies. That worries all of them. Think about it. 10% LIBERAL voters who would be if the city of LHH followed law and moral obligations by allowing (which CAN be done) low to moderate income housing. The old regime is losing it's foothold little by little and DO NOT HAVE the strong arm they use to. 10% of less fortunate, but probably intelligent people, could really change the "flavor" of this city and positively...that would be very upsetting to the LHHIA and the Vips..No wonder they went out of their way to involve the city in a lawsuit regarding "fair housing".

Give the city back to the county...that is the best idea yet. Strip the yo-yo's of their powers. People are speaking up in numerous ways. Many people should have been at the last firewatch meeting. Could have seen for themselves the "dark" side of Vipster the monster. Hell bent on having his way. Ultimately he made an ass of himself and showed his true colors. Those colors are catching on like a wave.
