Final Notice - La Habra Heights Water Board Election Today, November 3rd

La Habra Heights - The usually quiet, uncontroversial La Habra Heights Water District election proved different this year. Issues of Perks, Pay, Emergency Preparedness, and Maintenance were discussed via mailers, news articles and on-line forums. Voters have a clear choice between Candidates on these issues. Pay & Perks Record releases by the Water District showed that Board members had been charging alcohol and high priced meals to Water District Customers, bringing spouses to meals and hotels, and spending expensive weekends at local hotels rather than commuting. In a Whittier Daily News article, candidates Cooke and Heintz admitted inappropriate spending, but did not volunteer to repay the District. Candidate Edwards stated that such spending was a betrayal of the public trust. Board members not only receive their $100 Stipend for monthly Board meetings, but also for attending Water District related functions, at the discretion of the Board member. On Pay & Perks, Cooke and Heintz are in favor of continuing them, while Edwards rejects them and will not accept them if elected. Generators The issue of Emergency Generators also generated differences. Brad Cooke and Jeff Heintz point to four portable generators the District purchased in 2001. None of the generators are automatic. The two generators that would serve the City if power were cut off in a wildfire, outage, or earthquake, are at the District headquarters and would have to be transported and hooked up by specialized personnel. Edwards says that Generators should be permanently installed and automatically activated in order to serve their intended purpose, and paid for with current budget. Agricultural Water and Recycled Water George Edwards proposed consideration of Agricultural Water Rates similar to what had been done in the past. Users would have a separate meter to irrigate Avocado trees and other crops, and pay a lower rate. This would use the same infrastructure that exists. Edwards is opposed to recycled water. Jeffrey Heintz proposed looking at Recycled water for irrigation and fire fighting in his candidate's statement. This would require installation of a new Pipeline system, tanks and pumps to bring it in. In a later statement, Heintz said that reclaimed water is uneconomical. Vote ! Polls are open Today from 7 a.m. until 8 p.m.

It is always interesting to view communities from a distance Are these writers nitwits, Acorn Members or what? Obviously a CPA firm entered the incorrect number "4" instead of "3". I called a friend in La Habra Heights and he said that no one is paid on this Board, they are all volunteers. It is clearly a clerical error in the CPA firm who were paid to prepare these forms. The arguments presented here are fallacious.

Is freedom of speech alive and well in the community of La Habra Heights? Can only Stephen Blagdon and George Edwards be the arbiters of what can and can't be said? Edwards is lucky that the Association will even print any statement he has after his continued attacks on the Association and various people in the community. Obviously he must have a reputation as a born trouble maker or they would not have cautioned all candidates against negative input. And he complained! I would not want to serve on a Board with someone like him. It would be a waste of time. What does he have to offer but conflict and argument? What his his educational background?
My friend says he drives a satellite truck at Angel Baseball games.

Omaha, If the number was incorrect, they did it for at least three years. Who was double checking the filings? The treasurer jeff heinz signed every one.

Does being a volunteer mean you don't have to have any responsibility or accountability?

If the story is right, it looks like the improvement association has lost their status for tax deductible contributions, and misrepresented themselves to contributors.
If the "4" was correct, it explains the improvement associations behavior as a PAC.

As you well know he attend a private school, owns a Satellite News service and Radio Network.

George still has his website up from the City Council election race he lost in March. www.votegeorge2009.com You can read about his accomplishments there. Personally he still look like a good choice to me. I wish him well.

Hello Pam,

Thank you for the call last month regarding submission of my candidate statement for your October 2009 edition of the Heights Life.

I am concerned that I am sending this material over to the Editors of the Heights rather than an independent party that can remain objective and unbiased. As you know, an investigation reveled that Heights Life editor from work done for City Council Candidate Carl Westerhoff, while a LHHIA editor. Also, the fact that you and fellow LHHIA board member Jeff Heintz are both appointed (not elected) board members on the La Habra Heights Water District could be viewed as a conflict of interest, such as I discussed with you on the telephone.

The requirements that you set forth in your email limit any public criticism or scrutiny of the agency in which I am a candidate for, the Board of Directors, is troublesome. How are issues to be brought up, such as questionable financial responsibility, poor water treatment, perks and compensation if the Heights Life Editors reserve the right to edit out such comments and observations at will? And who does this benefit? It certainly is not the readers of the Heights Life or residents who will be kept in the dark regarding their water districts operation.

I would ask that the Heights Life set up an independent review board to look over the candidate statements or publish them as submitted. The latter was done for the 2009 City Council Race. That method was very much appreciated. If you find concerns with my statement please feel free to call at anytime,

I shudder to think of what will come next if the "Burrito Combo" is elected, and the reckless spending is essentially validated.
