Dear Reason: Thank you for posting your comment. Correction, candidate Jeff Heintz is proposing the use of imported reclaimed water, which would require tearing up the roads to install the new pipelines. That wasn't my recommendation.

The Agricultural Rate,“AG”,(an idea from the past) would use the same water lines that are currently in place to supply our water needs. It would possibly require the installation of an additional water meter for those homes that meet the requirements. This would be at the individual resident's expense, not the tax payers. Ultimately , those who have the designated meters would be charged a lower rate, if used for agricultural use or green belt maintenance.

Hope this helps clarify things.

How about the "move the fire hydrants closer" idea - gee, 600 feet is too far apart, let's make it 500 feet! meanwhile LHH residents pay to repair the roads, the extra piping, the labor etc to get 100 feet closer! Besides, the water board has nothing to do with that decision - it's a council decision!!
Board members boozing it up and feasting on gourmet meals is an indicator of the respect they show to our money, and would be reflected in their spending decisions.

The "dinners" were supposed to be Water Board meetings. I don't want my representatives making spending decisions after they've been softened up with alcohol.

The connection with LHHIA is valid because it is a revolving door between the water board, LHHIA and the City Council. Heintz's competence, or lack thereof, on the LHHIA is as relevant as was his decision to sock ratepayers with dinner and drink bills for his wife, who he brought along to the Water Board "dinners".

Heintz was never elected, as much as he tries to make voters think that by always calling himself an incumbent, and the voters are entitled to make an informed decision if he is a person they want making decisions on there behalf.

The Water District installs hydrants on their own decision and have been as part of system upgrades.

What you need to know about Reclaimed Water

Your water rates will sharply increase to bring Reclaimed water to La Habra Heights.
First, new pipelines must be built for Ag water because it cannot be delivered in the same pipelines we have now.$2,000,000.00 or more is the estimated cost just to install the pipelines for Hacienda Golf Club alone. That's about $1,000.00 per customer just for the golf course. This does not make economic sense.

Second, Ag water is not available. Reclaimed water is and costs about 25% more than the water you get now. Your rates will go up to cover this cost. This also does not make economic sense.

Finally, the only other alternative to have Ag water rates is to give some customers a cut rate. The only way to do this is to charge all the other customers more. Again, your rates will go up to give others Ag water.

The Board of Directors has studied this issue many times. The Board has determined Ag and Reclaimed water does not make economic sense for the customers and the District for the foreseeable future.

REASON - I am confused about your post. Current fire hydrant regulations in most areas are to have fire hydrants located no more than every 600 feet. Mr. Edwards would like to see hydrants 500 feet from every house. That would mean hydrants no more than 1000 feet apart. While driving around La Habra Heights, I have found areas that the hydrant spacing is greater than 1000 feet apart. The ISO (insurance services office) report for La Habra Heights gave a Class 9 rating for areas with hydrants greater than 1000 feet apart. I think that it would be reasonable for the Water District to make every effort to reduce hydrant spacing to less than 1000 ft. apart during the course of repairs to the system by adding additional hydrants, not as a matter of moving hydrants closer that exist already.
By reducing hydrant spacing in those areas could possibly cause a reduction in fire insurance rate for those living there.

Last nite's city council meeting was the most horrific I have seen in over 26 years. By all indications, Mrs. Vipperman has reduced common decency to such low levels, all citizens should protest vehemnantly. It appears as though Norm Zezula, by all accounts a passionate man, very succinctly addressed some constructive criticism of the city council and city manager's recent knee jerk decisions abolishing bike riding, skating and noise from children playing in their own yard. The mayor, Howard Vipperman, Karen Vipperman's husband, admonished Mr. Zezula for making ad hominem remarks. Far from the case from any half way intelligent individuals point of view. A nit wit would feel the same...no harm done Then, to promote outrageous hypocrocy, the mayors wife gets in front of the microphone and goes way out of her way to insult, degrade, abuse and humiliate 2 individuals, George Edards and Stephen Blagdon. It was overt, mean spirited and hateful, yet the city council and the Mayor DID NOTHING! Now citizens of LHH need to wake up and protest this unlawful rogue rulership under the Mayor we are suffering profusely from. It is not right in any respect or reasoning. Whatever is being stated from George or Stephen regarding the upcoming water board election has in the least, been supported with facts or logical questions that citizens should be aware of. On the other hand, not one word from ANY OF THE WATER BOARD'S DIRECTORS explaining the allegations supported with evidence. Do we have serious underhanded politics in this city? After Mrs. Vipperman's low class, hysterical rambling and severe accusations, and not one reprimand from city council; you bet! This is serious stuff people...wake up. You could become the next victim of the Vipperman's just by virtue of asking a question, raising a question or maybe, just maybe, bringing up valid proof of waste and abuse. As far as I am concerned, our leaders have stooped lower than anything of the worst nature I have seen in politics and us upstanding citizens should be totally disgusted and outraged by the Vipperman's behavior, never mind the other 4 people who sit at the table conducting city business. Where is their decency? Are they fearful of the Vipperman's rage too? If so, they need to seek outside legal council, for the Vippermans are heading this city straight into divisive destruction.

Was going to post on the Hacienda Road closure fiasco, but saw this instead and had to comment. Us people who occupy the flat lands in LaHabra/Brea who have TimeWarner watch these lunatic meetings with your city and sit and think you are all a bunch of insane whackos. A bunch of vicious animals who think just because you live in your fire trap high on the hill, you can all rip each other apart. Thank god you occupy another county. You all need to take deep breaths and get a grip. We all laugh at your small town corruption and backbiting and thank our lucky blessings we live civilly in our flatlands, sophisticated cities. You guys are definately the best reality show TV can offer. Embarrassing, but a good example we certainly do not want to copy.
Getting the popcorn ready for next month and future slapstick and tragedy.

The hypocrocies displayed by these men who should know better and the unstable mean wife of one of these men who should know better, must not continue. The problem historically has been those who are in control do not want anyone who thinks freely or brings up justified controveries. Until all people want to understand what is really going on, don't think anything will change. Unfortunatly, it is business as usual. Too much trouble to change the status and powers even in the face of staus quo who is wrong. La Habra Heights has always lived by the credence that you cannot change city hall. Right or wrong. Someone from the flatlands got it right.

Dear People of La Habra Heights,
I work for your beautiful little city and have enjoyed the people and events that take place every year. The one thing I can not understand is why there is so much negativity and internet slander that takes place! The people who do this should be ashamed of yourselves! Especially City council members and worst of all, John Edwards.

So much insanity has been fought over the Fire Department!!! If you were to put all that energy into helping them out by fundraising or all coming together to work as a team instead of fighting, not only would you have 2 stations, but maybe a respectable department that doesn't have to respond from a broken down trailer!
I love this city...but you all have to STOP THIS INSANITY!

Mr. Edwards, can you pleeease get a life and stop poisoning the minds of our citizens! You are NOT a Firefighter and you are NOT a real reporter! You have like 4 names....I wonder what kind of dirt we can bring up on you if WE had the time! Why don't you say or do something nice for a change?

I do not see where anyone is bashing the fire department. The broken down trailers for the fireman was promised to be rebuilt many years ago by our Mayor, Mr. Vipperman. He has failed you, not George Edwards. Based on that, I truly believe, if you are a fireman, you have a legitimate beef against Mr. Vipperman. He mislead the voters too. I sympathize with you. But the fingers you are pointing needs to be pointed at Vipperman.

I agree with the folks from the fire department and Brea - George get a life! If all you can find to bitch about is one dinner receipt for 10 people,($47 a person) good for you. As for the fire hydrants - the water board has NOTHING to do with where they are, how many there are and how far apart they are - that's for the fire dept and Council.

As for your answer to AG water, so all I need is get this special meter that will give me lower rates for regular, clean drinking water (at the same cost to the water district and other residents), hook up my whole house clandestinely and save on my water bill! All RIGHT!!! let's all vote for George and steal water!!

That dinner was for 7 or 8 people, not 10. That was the Vippermans' trying to rationalize the wrongdoing.
One receipt? You haven't been following the news. The Whittier Daily News did a story on the multiple drinking outings, at public expense, of the Water Board. Burritos Brad and Jeff both are quoted in the story saying it was wrong to do.

The Water District just released 40 more pages of receipts, including Heintz taking trips to Monterrey and Sacramento, Pam enjoying a weekend up north with her husband and a "friend", Heintz spending a weekend in Long Beach with his wife, Bob Wilson spending a $1000 weekend in Long Beach, another $500 dinner, and cheapskate "volunteers" Jeff and Pam putting in for reimbursement for a 12 mile trip to Diamond Bar.

If there was a conference in Long Beach, why couldn't they have commuted, instead of staying in fancy hotels with valet parking?

The Water Board has EVERYTHING to do with where the fire hydrants are, not the fire department or city council.

It's time to end the gravy train and open bar for those two.
