Why didn't they think of these things before?

Why has it taken so long? Why haven't these things been taken care of for the last 31 years? Why has the city been so behind in upgrading the infrastructure? Other cities don't seem to have a problem taking care of important matters in a timely fashion. It is simple. Start early and don't wait until the entire road is about to collapse.

Sept 28 - Nov 28 Hope it will be 6 months. Let's see - Damage caused by rain, so let's wait 'til it starts raining again to fix it. Maybe it will just slide off into the canyon. |
