LILLY, W.Va. -- Officials have identified a Summers County man who drowned in the Bluestone River while fishing with a friend.

A fourth rabies case has been confirmed in Summers County. According to Chad Meador with the Summers County Health Department, a raccoon killed by a dog in the Ellison Ridge Road area near Jumping Branch tested positive for the virus on Tuesday.
U.S. Cellular adds four new towers
