NewJacksonville child pronouced dead in apparent drowning

The mother is not the only issue here. How about the apartment complex owners where she lives that didn't put a fence around that pond? Ok, so its's not law, but it IS a form of life-saving common sense.

When did it become the owner's problem to watch the children..grant it..if i owned the complex i would have a fence around the pond for all liabilty issues...but in all fairness, a child under 2 slips away, bullchit....
