Why not force folks to do their part? If the health dept can force people to deal with trash or rodent infestations for the safety of the community, why shouldn't they be able to force removal of dead trees. Isn't being burned up a health hazzard? Or what about neighborhoods that require you keep your yard clean and weeds down for purely aesthetic reasons?

I live in Blithedale canyon and I can think of several neighbors who can find the money for extravagant remodels and brand new cars, but are unwilling to pay to have their trees maintained. If you are going to install a lawn, with all of it's required fertilizer and irrigation, in the middle of the woods, the runoff will create an unnatural amount of fire fuel in those woods. If you don't want to have fires every few years to reduce that fuel, or worse yet the conflagration that levels everything, you MUST DO THE MAINTENANCE TREE WORK!!!!
