City Council holds June Scheduled Meeting
Horse Cave' s City Council met in a scheduled meeting Monday night, and in a two an a half hour session, Mayor Odell Martin and the Council, who have in recent weeks made more headlines with their differences, were able to put a number of the city's issues on the table for action and discussion.
Among the discussion of the May minutes, the council voted unanimously to approve the 2006-07 Audit which has been the bone of contention between the Mayor and Council in a number of highly publicized proceedings.
Brian Kirby addressed the city leaders and spoke in reference to formally assigning closure to the City's Museum Project.
Among the items that did not require a great deal of discussion included, the Council's vote to eliminate security lighting from the two city cemeteries that will be replaced by new lighting, as the old lighting was deemed unnecessary by the council due to the new improvements. The Council had also earlier moved and voted to continue an ordinance which was an agreement to authorize the sale of Electric Power Franchise fees to electric providers in the city limits. The fees are generated by consumers of electric power in the city and generate a portion of revenue for the city.
Mayor Odell Martin, during a discussion of the city's current financial report stated that he didn't feel that the fees assessed by the city contracted auditor, David Gilbert of Glasgow, in relation to the 2006-07 Audit's preparation were an expense the city should incur.
"I don't think we need to be paying that much for his services" said Martin of the bill which exceeds $35,000. An initial estimate of what Gilbert's services for the city had illustrated the audit would cost in the neighborhood of $11,500.
"We can't be wasting the taxpayer's money like this" added the Mayor.
The city clerk and Mayor spent time illustrating the city's standing in regards to this year's budget to which Martin summed up with a simple end statement.
"Even with all of these unplanned expenses, we are still in the 'black'. That's good. " said the Mayor.
