Searching for owner of dog found with embedded collar in PA

Around five years old, the unneutered male Shiba Inu/Spitz type of dog was found on Beach Lake near Morman Corners on Monday, March 17. It is unknown if the dog was tied outside and broke free, or if he outgrew the collar and it wasn't changed, but part of a broken chain collar was embedded in his neck.
