NRD board to mull standing policy on pumping caps

The Lower Republican Natural Resources District may enact a standing policy imposing a 13-inch-per-acre "hard cap" on irrigation pumpage in any year when extra management is required to ensure Nebraska's compliance with an interstate river compact.
