Come on, it is because this area is non influential and it is a low population area. The high population area is area Manchester, Concord and the seaboard...so the eastern state politically outweighs the western state.
My bet is the publically concentration seacoast area is forcing budget constraints on the less influential eastern and northern portions of the state...the rich area is power-overing the poor areas! |
