Looking to wield more clout and to speak with one voice on local issues in the city of Los Angeles, all seven of the Harbor Area neighborhood councils this month agreed to join forces and form an umbrella alliance.

The one neighborhood council is called the L.A. City council and if it were doing its job, all the other councils would be less necessary. The alliance should tread lightly because the other "council" will protect its turf.
